Penny S. Ludman, Esq. joined the law firm of Florio Perrucci Steinhardt & Fader as an Associate in 2008.

Working in the firm's Environmental Practice Group, Ludman brings a depth of knowledge and expertise drawn from extensive experience in the public arena.

Prior to joining Florio Perrucci Steinhardt & Fader, Ludman served for eight years as Deputy Attorney General for the State of New Jersey, specializing in environmental law. She represented various state agencies, including the New Jersey Department of Environmental Protection (NJDEP), on diverse land use matters including permitting, zoning, affordable housing and redevelopment. She also represented the NJDEP in hazardous site remediation matters including access agreements, cost recovery and enforcement of judgments.

As a member of the state's official legal agency, Ms. Ludman negotiated contracts and lease agreements for entities including the New Jersey Meadowlands Commission, and she represented the Meadowlands Conservation Trust in the acquisition of environmentally sensitive and protected property. Additionally, she provided legal counsel to several state agencies, including the Pinelands Commission, on matters including the Open Public Meeting Act and the Open Public Records Act.

Ms. Ludman's public service extends beyond New Jersey's state lines, and before accepting her position with the New Jersey Attorney General's Office, she served as Law Clerk in the Federal Public Defender's Office of Wilmington, Delaware.

Ms. Ludman is a graduate of the University of Delaware and Widener University School of Law, where she was Second Vice-President of the Moot Court Honor Society and earned numerous awards including the 2000 Wapner Newman & Wigrizer Award; the 1999 Best Oralist and 2000 Best Brief Awards in the National Telecommunications Moot Court Competition and the 2000 Widener University School of Law Outstanding Student Service Award.

Ms. Ludman was admitted to the New Jersey Bar in 2000. She is also admitted to practice before the Federal District Third Circuit Court of Appeals. She is based in the firm's Woodbury, NJ office.
